Recently, there has been an increase in counterfeit and counterfeit products of automatic braking equipment for wagons. This creates serious problems for the railway, the budget of Ukraine and the economy as a whole. Counterfeit automatic braking equipment endangers the safety of passengers and cargo, and can also lead to significant material losses.

The lack of a system for monitoring the circulation of railway auto-braking equipment products only increases this probability. Without reliable information about the manufacturer, inspection acceptance, condition and quality of auto-braking equipment, it is impossible to timely detect and prevent possible malfunctions and defects. This leads to an increased risk of accidents and disasters, as well as unplanned costs for repair and replacement of damaged components.

One of the ways to solve this problem is to create and implement a System for Monitoring the Circulation of Auto-Braking Equipment Products for Railway Rolling Stock on the basis of the electronic information accounting system of the Branch "Main Information and Computing Center" of JSC "Ukrzaliznytsia". After all, it is the branch "GIOC" of JSC "Ukrzaliznytsia" that provides information services to railway transport enterprises and customers of Ukrainian railways, as well as supporting and developing the data transmission network of Ukrzaliznytsia.

Benefits of implementing the system

The implementation of the system will allow for control and monitoring of the circulation and quality of auto-braking equipment at all stages of its life cycle - from production to operation. Therefore, wagon repair, wagon building, locomotive repair and passenger railway enterprises of Ukraine will receive all the necessary information about the parts. At the same time, information related to the circulation of goods will be under the control of JSC "Ukrzaliznytsia". Such a solution will prevent theft of products from warehouses, from rolling stock and the subsequent entry of stolen goods into the market. The system will also allow:

  • Increase the safety of passengers and cargo, as only high-quality and certified equipment will be used on the railway.

  • Reduce unplanned costs for repairs and component replacements, as defects and malfunctions will be detected and resolved at an early stage.

  • Effectively plan maintenance and equipment replacement, which will reduce downtime and increase railway efficiency.

  • Reduce dismantling of wagons, as the monitoring system will eliminate the entry of stolen auto-braking equipment into the GIOC database, since the entry of identification numbers into the system (into the GIOC database) will be carried out exclusively by manufacturing plants.

  • Protect the market from fakes, counterfeits, smuggled products, and theft.

The innovation will also help combat the illegal circulation of goods, which not only does not encourage honest market participants to invest in economic development, but also leads to losses for the budget system of Ukraine.

How to implement the system

For the system to work, JSC "Ukrzaliznytsia" must determine the system operator and approve the procedure for its operation, namely:

  • characteristics of the means of identification (conventional number of the manufacturer's enterprise; product code; acceptance mark by the inspector of the Central Railway Transport Authority of Ukraine; company code of the product owner; company code that installed the product; wagon number);

  • requirements for technical means of generating a verification code, technical means of verifying an identification code, requirements for participants in the circulation of goods who receive technical means of generating a verification code;

  • the amount of the fee for providing the system with services necessary for identifying and ensuring monitoring of the movement of goods, as well as the procedure for its collection;

  • the procedure for the seizure and destruction of counterfeit goods withdrawn from circulation.

How else to combat theft of auto brake parts

One way to solve the problem of stolen auto-braking spare parts for cars is to prohibit the acceptance of used auto-braking equipment products for rolling stock repairs that are not entered into the GIOC database during rolling stock repairs. After all, unscrupulous rolling stock owners buy up stolen auto-braking equipment products and, under the guise of toll components used in rolling stock repairs, supply them to repair companies with accompanying documents and documents on the origin of the products, which they issue themselves.

It is also necessary to prohibit the acceptance of elements of automotive brake equipment for scrap. Acceptance of such components should be allowed only from business entities that use the specified property in the course of their business activities. And only if there is an original or a duly certified copy or extract from the relevant act on the write-off of such property from the balance sheet and documents confirming its use in business activities (draft Law of Ukraine, reg. No. 9066 dated 02/27/2023).
